This is a vintage gold-tone mesh belt buckle necklace, often referred to as a garter necklace or buckle choker. It is a classic example of Victorian Revival jewelry, a style that was extremely popular in the 1940s and 1950s, and again in the 1970s.
While the belt buckle motif originated in the 19th century, this specific woven mesh design most likely dates to the late 1940s or 1950s. During this "Retro" era, designers looked back to the Victorian period for inspiration, recreating sentimental symbols like buckles in bold, gold-toned metals.

1940-1950's, or 1970's, Hard to tell which era.  Most of this estate was 1970-1980's, so I'm leaning towards 1970's.

Gold Tone, Good Vintage Condition, some very slight darkening near the holes it would buckle into.
